Advance Contract Award Notice Access To Current And Historical Global Import & Export Air Cargo Data An Acan Is A Public Notice Indicating To The Supplier Community That A Department Or Agency Intends To Award A Contract For Goods, Services Or Construction To A Pre-Identified Supplier, Thereby Allowing Other Suppliers To Signal Their Interest In Bidding, By Submitting A Statement Of Capabilities. If No Supplier Submits A Statement Of Capabilities That Meets The Requirements Set Out In The Acan, On Or Before The Closing Date Stated In The Acan, The Contracting Officer May Then Proceed With The Award To The Pre-Identified Supplier. Background: Transport Canada S (Tc) Transportation & Economic Analysis (Tea) Directorate Is Responsible For Conducting Research And Data Analysis In Support Of Strategic Policy Decisions Regarding Canada S Transportation System. Transportation And Economic Analysis Has Developed A Toolbox Of Supply Chain Metrics That Provide Enhanced Visibility Into The Performance And Fluidity Of This System. Since 2017, Tea Has Been Investing Resources To Build Capacity And Knowledge Regarding The Integration Of Multiple Sources Of Data And Information. New Technologies And Innovative Data Management Tools And Practices Allowing Tc To Bring Together And Analyze Various Information Sources In A More Efficient Way Have Been Explored And Adopted. These Initiatives Were Launched To Allow Tc To Conduct Complex Modal, Multi-Modal, Sector And Network Analyses And To Support Monitoring Functions. Transportation And Economic Analysis Has Undertaken These Projects To Quickly Respond To New Challenges And Opportunities That The Transportation Sector Is Facing, Or That Will Arise In The Coming Years. Through Several Performance And Capacity Monitoring Initiatives, Tc Has Developed A Substantial Multimodal Database Primarily Through Direct Partnerships With Public And Private Sector Stakeholders, But Also Through Third Party Data Services. However, One Area In Which Tea Continues To Have Significant Gaps Is Data On Air Cargo Trade Flows In Canada And In Regions Containing Key Trade Partners / Competitors Such As The United States Of America. This Includes Information Concerning Origin/Destination Traffic, Service Connectivity, Carrier Market Shares, And Overall Competitiveness Of The Canadian Air Cargo Sector And Supply Chains. Definition Of Requirements: Transport Canada Has Gaps In Data With Regards To Air Cargo Trade Flows In Canada And In Regions Containing Key Trade Partners / Competitors. This Includes Information Concerning Origin/Destination Traffic, Service Connectivity, Carrier Market Shares, And Overall Competitiveness Of The Canadian Air Cargo Sector And Supply Chains. Having This Data Will Support The Tea Mandate To Provide Evidence-Based Information About The Efficiency And Competitiveness Of Canadian Supply Chains To Support National Gateway And Trade Corridor Policy. The Scope Of This Project Is To Acquire The Requisite Air Cargo Data To Analyze Canada S Air Cargo Capacity, Connectivity, And Competitiveness. Criteria For Assessment Of The Statement Of Capabilities (Minimum Essential Requirements: Transport Canada Is Seeking A Service Provider Who Can Provide Air Cargo Data That Meets All The Mandatory Requirements Set Out Below. Any Interested Supplier Must Demonstrate By Way Of A Statement Of Capabilities That It Meets These Requirements: 1. Month-To-Month Provision Of 2024 Global Air Cargo Import And Export Data Elements, Reported On A Monthly Basis: O Origin And Destination At Regional / Country / City / Airport Level O Commodity Categories Breakdown O Freight Forwarder Breakdown O Airline Breakdown O Weight Breakdown O Freight Rates O Number Of Shipments, And O Chargeable Weight. 2. Provision Of Monthly Historical Data From 2019-2023, Inclusive, Of Global Air Cargo Import And Export Data Elements: O Origin And Destination At Regional / Country / City / Airport Level O Commodity Categories Breakdown O Freight Forwarder Breakdown O Airline Breakdown O Weight Breakdown O Freight Rates O Number Of Shipments, And O Chargeable Weight. 3. Allow The Extraction Of Data In A Tabular Format And Integration Into A Software, Such As Microsoft Excel, To Conduct Analysis And Create Reports/Dashboards; 4. Allow Permanent Retention Of The Downloaded Data; 5. Enable Access To The Data Web-Based Access Tools; 6. Allow At Least 5 Users, And 7. Provide Technical Support Services On A 24/7 Basis. As The Industry Association For Almost All Major International Air Carriers (Including Canada S), Iata Appears To Be The Only Organization With The Ability To Compile Comprehensive Import / Export Air Freight Data Based On Actual Shipments And Transactions From Air Waybills, Collected By Direct Contribution From Over 200 Airlines And 30,000 Freight Forwarders. The Proposed Vendor Has Exclusive Ownership And Rights To Use The Data And Market Intelligence That Transport Canada Requires. Should Canada Receive A Statement Of Capabilities From A Supplier That Contains Sufficient Information To Indicate That It Meets The Requirements Set Forth In This Acan, A Competitive Process Will Be Triggered With A Technical And Financial Evaluation Methodology Of The Bids Proposed By The Potential Bidders.
